Julia Andrea Abad
As secretary of the Presidential Management Staff and as President Benigno S. Aquino III’s chief of staff, Julia Andrea Abad manages a 300-person team whose main responsibility is to provide the president with staff support, high-quality research, information and analysis. Among others, the team provides advice on policymaking and prepares an assessment of the administration’s achievements for the annual State of the Nation address.
Before joining the Presidential Management Staff, Abad was chief of staff of the office of then Senator Benigno S. Aquino III. At that time, she helped the senator to hire staff members for the senator’s office, and organize them into legislative, political and administrative support teams. She also headed the team that drafted legislative documents related to implementation of Aquino’s policy and legislative agenda.
Abad’s first foray into government work started when she served as executive assistant to the Department of Social Welfare and Development secretary from 2001-2003. She also worked as a writer for the Ayala Foundation, program officer for the Asia Pacific Philanthropy Consortium and consultant for the Gearing Up Internet Literacy and Access for Students program, a beneficiary of Google Grants.
